Program Summary
The Corps of Engineers is the Nation's largest provider of outdoor recreation, operating more than 2,500 recreation areas at 463 projects (mostly lakes) and leasing an additional 1,800 sites to state or local park and recreation authorities or private interests. The Corps also administers 11.7 million acres of land and water in 42 states, and plays a vital role in natural resources management.
Sustaining this mission is an increasingly resource-intense task. The recreation and natural resources management areas are subject to other challenges as well. Visitation at Corps projects is rising, and requires adapting existing programs to accommodate an increasingly diverse customer base. The nationwide emphasis on environmental issues has also resulted in growth in the Corps' natural resources management requirements.
However, despite this growth in programmatic requirements, funding for recreation and natural resources management functions in the Corps has remained essentially flat over the past decade, once adjusted for inflation. Given this, CECW-ON is exploring the development of new public-private partnerships to leverage its limited appropriated funds.
