It is the policy of the Corps of Engineers that all lands and waters of civil works water resource projects administered by the Chief of Engineers shall be closed to recreational and commercial off-road vehicle use, except those areas and trails specifically designated for such use by the District Commander in accordance with Chapter 10 of ER 1130-2-550 and EO 11644.
